Fair Education” in National Outline for Medium and Long-ter

Recently, Chinese supremo and relevant personnel made significant speeches on different occasions and published the draft of National Outline for Medium and Long-term Education Reform and Development. On Feb. 22, Chinese President Hu Jintao chaired the conference of Political Bureau of the Central Committee of the Chinese Communist Party with the emphasis on giving priority to talent investment and opening talent reform. From Jan. 11 to Feb. 6, Premier Wen Jiabao chaired five symposia for public advices and suggestions about the National Outline for Medium and Long-term Education Reform and Development. On Feb. 27, He chatted with internet surfers and answered questions about national education reform and development. On Feb. 28, Yuan Guiren, the Minister of Education, published the exposure draft of the outline at a press conference and opened it for public opinions on annual National People’s Congress and Chinese People’s Political Consultative Conference for its earlier implementation.

In National Outline for Medium and Long-term Education Reform and Development, the balanced development of compulsory education, vocational education, further education and higher education is stressed and “Equity promotion” is taken as the fundamental policy of national education. The unfair phenomenon of education in different regions, between urban and rural areas and among human groups should be eliminated to make efforts to build a learning society. All the targets bring about urgent requirements to different educational ways, especially to the modern online education based on IT industry.
